I planning to buy a notebook with D-SUB output only. I'm also planning to buy external 24'' (1920x1200 native resolution) monitor that has D-SUB, DVI-D and HDMI inputs.
    For working (programming and UML-modelling)
Is this a real to work with this configuration? Or I must to buy something else?

Not quite sure what you're asking.

But, if all you're doing is work, no DRM, then the DB-15 will be fine, just be sure to get a solid VGA cable with good shielding to avoid EMI.

If you want to watch DRMed content, then your need something that offers a protected output like DVI or HDMI.
