Ok my machine in my sig, it runs oblivion okay i guess, but every second or so, the game has a small "hitch" kinda like a ping lag in CSS or something. Its a pretty minor hitch but it can get annoying. I have patched oblivionto v1.2, and my video driver is 158.36. The game has hitched on both my current driver and my dell stock driver. No matter what resolution or setting, my game has this hitch problem, no it is NOT my HD loading a new area, this occus indoors also, and its annyoing when you fight indoors, because i feel like the enemies are hitching slightly when they attack as well. What gives? I have newest driver and patch for oblivion! I have even tryed enabling v-sync and it still does it! Help!

Seems like you've triied everything we would have suggested
. What settings are you using, have you tried tweaking those?
-
ive tried all sorts of settings i even ran at 640*480, and its fast but still does this stupid hitch, same goes for when i use full on 1680*1050 w/ HDR. And also no matter where my sliders are, its weird its like some video sync problem, none of my other games do this.

I have the same exact problem with my current system, it doesn't matter whether you are in outdoors or indoors (well, mostly outdoors), frame rate looks ok, but I get almost like stutter sorta frame delays.
I tried to tweak the game via oblivion.ini, by changing the memory allocate, which made it worse, so I would assume this problem has something to do with memory (RAM). Anyway, try tweaking some values in the oblivion.ini, playing around with them and see if they help, don't forget to backup the original file first.
If you have 1GB of RAM:
uInterior Cell Buffer=6
uExterior Cell Buffer=72
iPreloadSizeLimit=52428800
----------------------------------
If you have 2GB of RAM:
uInterior Cell Buffer=12
uExterior Cell Buffer=144
iPreloadSizeLimit=104857600
----------------------------------
If you have dual-core CPU:
Multithreading Tweaks:
bUseThreadedBlood=1
bUseThreadedMorpher=1
bUseThreadedTempEffects=1
bUseThreadedParticleSystem=1
bUseMultiThreadedTrees=1
bUseMultiThreadedFaceGen=1
iNumHavokThreads=5
iThreads=9
iOpenMPLevel=10
-------------------------------
change space between grasses, higher value, more space between them:
iMinGrassSize=130 -
it still does it, however i seemed to have gained a couple of fps.

That is weird, because my friend has the same 1520 laptop like yours with the same/close specs. And his oblivion was running perfectly without stuttering.
That was one of the reason why I order my laptop, after seeing how oblivion looked/played on his.
Did you try to see if anything else was hogging your cpu/ram. Like check if there any bloatware or anything like that. -
lol i just found out, i dont have a problem after all lol.
The FPS COUNTER was causing the hitch, i turned it off, and volla! no more hitching!

Try using FRAPS to view the fps in games. The built-in fps counter in Oblivion causes stuttering and a significant fps drop (around 5-7 fps)!

honestly not sure how the vista drivers work since i use XP with 84.69 version Drivers for my card, but if there is a coolbits hack for Vista drivers for this card, use it, then under advanced options, there is a tab for additional direct3d settings, set the "max frames to render ahead" to one. That should help.

I have a 2.4Ghz T7500 Core 2 Duo Processor, 2gig RAM and a 256 nvidia 8600m gt in a dell 1520, and Im having the same problem. I can alter the resolution and turn off all advanced video options but the game still hitches rather alarmingly. Can anyone help? Is it that my machine is too weak?

I hope this may help elucidate your problem. -
This is where you need to be if you have a serious hardware problem in Oblivion: http://www.bethsoft.com/bgsforums/index.php?showforum=23
