Every time I try to oc my Geforce 7400 in my XPS1210 (Vista x64) with nTune, it works fine initially, but after I restart the computer, it reverts back to the stock settings. I use version 167.43 drivers from laptopvideo2go.

Isn't that a driver level OC only? If it is it will reset it each time you restart, if you do a BIOS level OC it will stay after a restart. You can however use tools like ATI Tool or something of the like that starts with Windows and then can apply your settings if you want.

Well with RivaTuner there's an option to apply overclock during startup, I'm not sure if there's a feature like this in nTune.

With Ntune enter the Nvidia control panel and select "Adjust custom rules" and your OC can start at start up or when a game runs among other options, if you don't do this your OC will revert back to stock settings on restart.

I don't see adjust custom rules anywhere in nTunes.

It's the last option under the performance section, maybe you have an old edition, I have version 1.5.30.48http://forum.notebookreview.com/attachment.php?attachmentid=15107&stc=1&d=1202795128
