the only driver that's been able to let me overclock so far is 169.04, and someone said to

what do I do when I get to Adjust Custom Rules?

on 174.12, if I adjust the sliders to where I want it to overclock, and hit apply, the settings won't stick and they revert back to the original factory clock settings

This happens with both rivatuner and nTune

I'm not sure what i'm doing wrong since I can do it just fine with 169.04

    ATI Tools =)

ATI Tools works for me, you arent doing anything wrong.

Also you should look into flashing your Bios so you wont have to worry about future drivers being overclockable or not.
