I was wondering (if at all) would an amd duel core for laptops with ati (integrated) HD 3200 graphics be able to run games decently? I'm a light gamer, so I am not expecting much.
Also would this option be better than having a pc with Nvidia 8400gs?

Well I still play guildwars, I'm sure the 3200 could run it. I have a few games that are a couple of years old like republic commando, rise of nations and jedi outcast (talk about old games lol)
Would Crysis be playable on the lowest settings with either cards?
The Dell XPS has an 8400gs, but I think it's integrated though. So I'm not sure which is better. -
AMD's mobile processor line is generally considered to not be up to Intel's level. The integrated HD3200 is not as powerful as nVidia's integrated 8400 or 9400M.
Those games should be old enough to not give your 3200 any trouble, though. -

I can run left4dead at 1024x768 with everything on medium-high. Need for speed undercover runs well at 1024x768 with everything high.

The 8400M GS isn't integrated and the HD3200 can actually perform up to that level depending on the game. The 9400M G is more powerful than both of them however.
For your list of games I'd say it shouldn't be too hard. Crysis wouldn't work however, but I can confirm Guild Wars most certainly will. My old GMA950 could handle Guild Wars in windowed mode with everything at high except shadows. -

Where do you see that?
I just checked Dell's site and the 8400M GS in their XPS laptops have dedicated VRAM(128mb to be precise).
And the HD3200 can only play Crysis Warhead(which is less demanding than Crysis) on 800*600 with everything to lowest IIRC(and even then I heard it wasn't 100% smooth). -
integrated means that it shares memory with the system.
the hd3200 is very capable for a igp. performs on par with 8400m gs, without over heating issues. -
I have a laptop with the HD3200, and it sucks. It can't even play Battlefield 1942 (released in 2002) on the lowest settings. I would steer clear of that card.

My specs are:
Phenom x4 9550
4GB crucial bullistx 800mhz ram
1x250GB hdd +1x500GB hdd
I can overclock the integrated graphic card by 80% too 900mhz to the maximum allowable frequency in the bios (900mhz) easily without even raising the chipset voltage.
Crysis runs pretty well on this integrated graphic card with medium setting at 1024x768 resolution.
