The shader and core are clocked dependant of eachother, i forget the ration, but basically, by raising the shader clock, you HAVE to raise the core clock or it wont work. Also note, that increasing the shader clock alone wont really give you any real gains, back when you couldnt easily adjust the shader clock, and we were jut upping the core and mem, scored basically the same, there were a lot of benchmarks comparing OC'd shader vs no oc shader, the difference was about 1-2% max.

you need later 16x.xx drivers to do that...

Find your manufacturer and see if they have new driver releases.
Failing that, hit laptopvideo2go.com and follow their instructions to grab 169.28 or 174.74 drivers (my favorites right now)

the slide bar can go back if:
    1. incompatible driver, i can OC by using vostro & i`m using 176.31 dell at guru3d
    2. no power cord plugged, it seem i can overclock only the power cord plugged and using powerline rather using only laptop battery.. i`ve try all power setting set to desktop and all, but failed.. the cure is only by plug the laptop... anyone can help how can i OC with using battery only?
