If a graphic card is currently a DDR2 128mb gpu, would the DDR3 128mb gpu be better and have higher fps?

Graphic cards use GDDR3, not DDR3. GDDR3 is based upon DDR2 (which is used in graphics cards). GDDR3 can be clocked higher than DDR2. That's the only differance.

The ram is the difference, generally the higher the revision of the ram the better it is.
There are exceptions to every rule tho, plus since its gpus your talking about dont get suckered into buying something because it has better ram, clock speeds, and things like that are still important. So say a 8600gs with GDDR3 isnt going to beat out a 8600gt with GDDR2 (example not nesisarly true) -
It's the whole package. Faster ram won't help if your GPU clock is too slow to take advantage of the faster clocks and vice versa.
