EDIT TITLE I MEANT CPU NOT GPU
first of all i have a i7-2670QM processor. is it overclockable?
I'm playing new vegas, which usually runs top 50s on my machine but its HEAVILY modded and it drops down to around 17.
it seems it the performance doesnt improve even if my OC my gpu and gpu-z says the gpu load sits at around 5-60% maximum, so thats why im wondering if OCing my cpu would help.
or if OCing it is not an option, any other suggestions that could improve performance?

multiplyr is lock on ur chip and thats the only real way to OC a sandy bridge cpu. Your processor is pretty much top of the line, your machine just isnt fast enough to play it with all those mods. Try lowering the resolution of tuning down AA or settings. What gpu do you have?

6990m. most of my mods are gameplay enhancements not visual, and it lags more when i spawn a lot of creatures, so i assumed that was cpu related. ill try lowering the settings
