I ran benched my ati x1400 with ATI Tool Trays and only got a score of 619! I have not over or underclocked it. It is at the default bios config ( 432/396).
My computer is a new inspiron 6400 IntelCore2Duo 1.83ghz 2gigs ram, why am i getting such a terrible score? When i run games it plays fine tho whats going on?

    Scores 619 in what?! 3dm05, 3dm06?! If it's in 06 than it's totally normal.

In ATT! Ati Tray Tools - tweaking program for ati cards.

Not much of a benchmark, but shows you if your overclocking is right (and artifacts). That is strange, because my x700 on default has 1300 and easily scores over 2000 when overclocked. I guess it must be an ATT bad programming or something (as you said that you have disabled powerplay in other thread). SO if it is not powerplay, or card driver (as your games run well) it must be ATT. Try 3dmark05 and see what score you get.

i think the problem might be with the drivers i updated my drivers and my scored went from like 2600 on 3dmark05 with nvidia 7600 to 4600 with updated drives, try that....i updated my drivers at the nvidia site so you could probably try that ati website

Upgrading your video card drivers is a good idea:
    http://forum.notebookreview.com/showthread.php?t=64910

Another thing to check is if your video card is on low power settings. Go into the video card settings (Desktop Properties > Settings tab > Advanced button, then hunt around for PowerPlay), and make sure the settings are for maximum performance when plugged in.

X700 is more powerful than X1400 due to more pipelines

    X1400 only has 4 pipelines, X700 has 8
