There is evidence indicating that you can't actually change the voltage of the 9800M GTS. But if you could, it would probably be safe to raise the voltage by that much.

Voltage ICs have a lot of random modes, some of which are listed in NIBITOR and some of which are not.
More often NIBITOR will show a voltage that is not possible for the actual voltage IC on the card.
It does depend on the manufacturer. Example, HP 3700m cards are limited to 1.03v, Lenovo 3700m cards will go up to 1.06v. They will both register 1.06v with GPUZ but the Lenovo card runs MUCH hotter.
Someone once mentioned that you may be able to increase the voltage in the VBIOS and effect stability in relation to drivers (when the voltage IC is not actually registering this voltage).
In any case, you will either have a very hot and successfully overvolted card or possibly a bit more driver stability. The heat is the only real way to tell, though.
