Is that the way it should be? Core 0 is always hotter than Core 1. Is that because programs that aren't optimized for 2 cores will use Core 0 more?

Yeah its normal. I wouldnt worry about it.
How much of a difference between the cores? -
The most I've seen is 10C, when under heavy load. Although not all CPU intensive programs cause such a difference.

IDA (Intel Dynamic Acceleration) could be in effect. One core could be working while the other idles.
Either way, its normal to have abit of a gap. It happens to AMD cpus often. -
That might make sense. Isn't that when 1 core idles while the other takes on a bigger load for single threaded applications? I notice that in a lot of modern games, the core temps are a lot closer to each other.
