could this be a Better Business Complaint? Do you see any grounds for that?

Why depend on CS ? My thought is all of us are here in this forum just to avoid CS and get it fixed by ourselves with the help of knowledgeable geeks who are always ready to help out. Knowing English doesn't guarantee a better CS. Why waste your time and energy for big stories thats not new. I'm not arguing but its useless ranting in here. These things are bound to happen. Even the best of geeks would find it hard to provide quality telephone support. That is to impress the customer and solve the problem in the time frame they have. National boundaries are not the reason or solution to this. This will keep happening.

Unfortunately I don't think sales can help you with this. While it is possible their actions bricked it, nothing can be proven unfortunately. Your next step, IMO, should be a nice(sarcasticly said) written letter (or typed if your penmanship is as atrocious as mine) to the Head of Consumer Relations (fancy name for customer service.) You SHOULD be able to get this information from the website, or get the main switchboard number, call and ask for this person, and politely ask for their mailing information. If they ask if they can help you on the phone, accept only AFTER, you get the address.

If they refuse, write a letter anyway to them. Remember documentation is the key.

    Information for Linksys is :

    Corporate Contacts
    Phone Number: (949) 823-3000
    FAX Number: (949) 823-4698

Not really, and if you did, chances are simply a "mark" on their record.
