I have changed the windows vista advanced power settings to make the minimum processor state 100% (2.0ghz) when plugged in, but it still sits at 997 MHz most of the time, even when trying to encode DVD's (I'm monitoring it in CPU-Z in real-time). Note this does not happen in ubuntu, which I assume rules out a BIOS setting (but I could be wrong.) I don't use windows very much, so is there another CPU frequency scaling setting?

Download RMClock and uncheck all but the highest multiplier. But this is going to make your machine pretty warm to say the least.

Good tip, thanks. And you're right, after setting that up I'm pretty sure I have 2nd degree burns in a rectangular shape across my lap. So I figured out that the power conservation settings weren't so bad after all! :)

Download CPU-Z and set your battery to high performance. You will notice the processor will always run at 2.0Ghz. If running at balanced your CPU should go briefly down to 1Ghz. Download CoreTemp and you will see your processor run as low and .90v
