Here's what's known:
Looking at their site, they list 3 PDF's. ics954201, ics954204, and ics954321.
- No overclock possible through the latest BIOS (9c.12.00).
- There's no TME that disables/enables overclocking compared to other PLL's.
- The PLL for the P-7811 FX is 9LPRS365BKL. http://www.idt.com/index.cfm?genID=9LPRS365
Research:
FS_C, FS_B, and FS_A inputs determine the CPU clock, and up to 400.00 MHz is supported. Currently, the inputs are default at 0,0,0 with the CPU clock at 266.66 MHz.
Looking at the Block Diagram, the FS(C:A) inputs into the Control Logic. In short, pins 12 (FS_A), 16 (FS_B), and 53 (FS_C) determine the output of the CPU Clock.
On the SMBus:
Byte 6: Bit 0 = FS_A, Bit 1 = FS_B, and Bit 2 = FS_C.
Goals:
#1. Get FS_C to input 1 and not 0. That'll set the CPU Clock to 333.33 MHz.
#2. If Goal #1 works, get FS_B to input 1 and not a 0. With both goals accomplished, that will set the CPU Clock to 400.00 MHz.
Note: The bits are read only, so the only way to change it is to make the input at Pin 53 and/or Pin 53 and Pin 16 a high.

How do you know for sure TME bit is enabled? I can't find documentation for that. I've looked at other threads, but nothing for the P-7811 FX specifically.
The PLL for the P-7805u is 9LPRS355CG, but it seems they do use the same documentation. -
