Higher clocks = higher voltage demand.
If not supplied then performance may be lower?

There is the possability if you over budgeted to the CPU the GPU may then not be able to maintain performance or OC'd modes and you then could loose performance there. In practice the desktop would usually loose stability wiouth a 3D app running before you hit the performance loss area of the rail failing to the CPU itself...........

On laptops I have seen it where the system will automatically drop clock speeds to compensate for less than optimal voltage levels. It does this to prevent crashes. I have seen it on my previous Dell when using a power adapter that provided it with less than ideal power input (Emergency spare I was borrowing at the time) and my current Gateway in a low power situation (huge lan event).
