I'd go with the Intel C2D T9300. Around $300 and probably the best performance boost for your money. As far as other tweaks, just make sure you uninstall Norton and replace with something easier on resources such as NOD32, cleanup your startup items, defrag the hard drive and disable indexing. You'd be surprised at how much these 4 "free" tweaks help.

if i go that route can i put vista 64bit on?
-
You can, but with 3gb of RAM, theres really no point as it can be kind of a hassle finding 64bit drivers.
-
but i heard x86 only recgonizes 3gb of ram and i plan to go to 4gb

Why? 3gb is more than enough to do pretty much anything that laptop is capable of doing. If my 6860fx didn't already come with 4gb it would never have 4gb. Albeit 64bit Vista is running great on my machine with very little issue, the 6850fx is missing some important 64bit drivers on the website which may or may not be found elsewhere. There are also some compatibility issues with certain 32bit programs such as firewall and antivirus. But in the end its up to you, just ask yourself if the extra 1gb of RAM is really worth the possible headache.
Heres the download link for the 6850 drivers:
