Is it bad if the two cores of my CPU when idling are not at the same temperature? My first core usually idles around 36c and my second core usually idles around 45c. Is that bad? Is that a defect?

My second core is generally 2-4c higher, no problems here. It probably means that they didn't distribute the thermal paste quite right.

your idle temps are fine, the difference is a bit awkward but its ok, try stressing it a bit to see how high does it go.

if it goes too high consider reapplying the thermal paste.
