    So, I figure it's normal for my GPU speeds to throttle down while I'm just in Windows...but what the hell do I do when I start a game and my 3d settings refuse to kick in?

    what GPU do you use? If nvidia, maybe its a powermizer issue

    9800m gts. I've pinned it down to an issue that whenever a game bugs out in some way, it's stuck in 2d mode from that point until I restart.
