What you need to do is put windows back the way it comes fresh from an installation. This means disabling every other service and program from startup. This includes anti-virus, temperature programs, everything. It is simple and easy to do, but you have to be careful, don't go outside the lines and start disabling other things also. If you use a different program other than the built in windows wireless utility, you may need to go into that program's configuration first and disable the option to "let this program manage my wireless networks", or enable the option to "let windows manage my wireless networks". Then you can run: msconfig and go to the startup tab. Click the disable all button to disable all added programs from startup. NOTHING in the startup tab is required for windows, everything in that list was added after windows was installed. After you disable all, click apply. Then move one over to the left to the services tab. Check the box at the bottom that says Hide all microsoft services. Click disable all here also, and then apply. You can uncheck the box to make sure that the windows services are still checked, and then click Ok. Changes won't take effect until you restart the computer, and when you restart you'll probably be greeted by a box informing you that changes were made to the system configuration utility. You simply need to check the box and click ok. If you disabled everything from startup and all non microsoft services, you are left with nothing but basic windows. This will NOT steal focus or minimize programs on it's own. If it's still happening I suggest using Malwarebytes Anti Malware to update and then run a full scan for viruses in case there is a virus that embedded itself into windows. If it's still happening and there are no viruses or infected files, a change has been made in the OS to do this. If the change can't be found and reversed you will have to reinstall the OS to remove the problem, and be very cautious of the changes you make to be sure it doesn't happen again. If it does happen again after that, then you know it's a change you have made. If the problem disappears after disabling all the services and programs from startup, then you know it is one of those programs. You must add them 1 by 1 to find the problem, then disable it again to confirm the problem is gone, and then re-enable it to confirm the problem comes back.
