are 46-49C temps on my 8800m gts on idle normal??? or are they a bit high??

Mine idles in that range, more important is what it maxes at. For instance, my girlfriends 8400m GS idles at 55-60 but maxes at 72.

2. Of course overclocking helps, why would anyone do it if it didn't? (not trying to be rude)

I undervolt from within .95v at idle to .9875v at full throttle. All my temps improved after doing so. These are post undervolting results:
Idle:
CPU: S0=44 deg C, S1=48 deg C max
GPU: 45 deg C max
3D Gaming:
CPU: S0=51 deg C, S1=54 deg C max
GPU: 64 deg C max
Edit: These temps are @ room temp on a flat table without using any cooling. - 
 
 
how does undervolting affect your gamming and general performance?

It doesn't affect performance at all, it just lowers the temps. However, if you adjust the voltages too low, the computer might freeze up. There is a sticky in this forum somewhere that describes how to properly go about making the adjustments. However, just about everyone that does it manages to shave at least 10 deg C off their max temps.

 The guide I'm referring to is for Vcore of the CPU. However, once lowered I've noticed the GPU temp drops as well. You will probably notice very little change at idle since by default the system uses the lowest voltages. When gaming however, you should notice a significant difference. Thus undervolting should help to guard against the the fatigue issue that affects some Nvidia processors.
I think you might be able to adjust the voltages of a desktop GPU, but so far as I know, you can't do that to mobile GPU's. I've heard of people reflashing their GPU BIOS, but I'm not sure what can be accomplished by doing that. - 
 
 Do you know how to reset cmos because i cant get rmclock to work so i was thinking of undervolting through bios
