So I'm sure lots of people already overclocked many cards here and I wanted to ask, how safe is a +100mv on the vcore on a maxwell series card like GTX 970M/980M?

As long as you keep Thermals under 85*C - fine.

Additionally, you can undervolt the card slightly too (if you are allowed to do so).

A bit on the high side. Remember you don't know the max temp for the other components on pcb. Have seen a few 980m being killed. @Mr. Fox had to solder on an extra vrm on his 980m to handle the extra load when oc'd. The mobile Maxwell is weak cards (not the desktop version for laptops).

Yep, what he said, I recommend you monitor all thermals after a heavy gaming session with HWINFO64. I hover around 79 Celsius max on my 4.2ghz OC 7820HK, and my gtx 1070 never breaks 75 celsius and it overclocked like a beast. :D
