How much of a difference if there between a 1.66 ghz or something like a 2 ghz operating speed with a Intel Core 2 Duo?

Is it usually worth the more $$ for a higher operating speed

    Thanks

Is that a T7300 with a 4 MB cache? Or just a T7250 with 2 MB. The bigger cache would make a much bigger difference when video editing, but little just web surfing.
