Hitachi 250GB 5400RPM 8MB $60 total, 3 years warranty.
Seagate 120GB 7200RPM 16MB $44 total, 6 months warranty, refurbished.
which one is better and why.
does the 16mb cache bring much more to the table?
i use notebook: t9400, geforce 9600m gt, msi 1722. 4gb 800mhz micron ram.

250 will be faster because of higher density. And it's BIGGER! =))

The 120GB might have slightly faster access times but the difference will be negligible. Get the 250GB because it's a higher density drive and obviously you have extra space.
-
the 7200 rpm will have a relatively unnoticeable speed advantage over the 5400rpm, and the 5400 has double the space.

Get the hitachi 250gb 5400rpm drive. Buying a refurbished harddrive is never a good idea. For it to be refurbished means that the drive failed in some way, and it was fixed, i.e, a new PCB was installed or a new motor. I wouldnt buy anything refurbished if you can avoid it.
If you are in the USA, look at newegg, zipzoomfly, tigerdirect for good harddrive deals. You can get a 320gb 7200rpm drive for around $75, which would be better than both drives mentioned.
But if you only have those two options, definitely go with the Hitachi, it will be more reliable than the seagate.

By the price difference go for the Hitachi.
Twice the size, brand new and full warranty. And as someone said buying such an important component as a HDD with a refurbished state is a very bad idea.
