Is the sata connection in a 2.5 sata laptop hdd the same as a standard sata port? What would I need to make an external 2.5 sata to usb enclosure?

What is your definition of a "standard SATA port"? The same stuff you find on desktop motherboards and hard drives? All SATA power and data connectors are the same, unless they're micro-SATA, mini-SATA, eSATA and so on.

Pretty much all current 2.5" notebook HDD/SDD use a standard SATA port and can fit into notebooks and desktops. To convert to USB, get any enclosure that says SATA to USB.
