I've noticed laptops are now coming with a 2060 refresh and I believe they have a bump in wattage from 90w to 110w or there abouts.
Do we know of how this will compare against a 2070 MaxQ or the likes?

Max-Q GPUs are just...not at all remotely decent when it comes to price/performance. There's only two reasons to think about buying something Max-Q IMO.
1.) You care about acoustics and want a very quiet laptop.
2.) You want better battery life. Their reduced wattage means they drain the battery less.

I just ordered a laptop that has a refresh, but not in the same sense. It has a 2070 super, which just straight up didn't exist in laptops until last monh.

The RTX 2070 has 2GB more of video memory than the RTX 2060 (8GB versus 6GB) which is significant in the latest games. Even the circa-2015 Rise of the Tomb Raider can use 6GB+ of video memory at its higher texture settings.
For that reason I think it's worth pursuing an RTX 2070-based laptop, even if it means going with a little older model from 2019. Or just waiting a little bit and saving up the requisite money.

XoticPC, HIDevolution sell the same setup, but I picked GenTech because they offered a few bonuses for free, like the no dead pixel guarantee, the liquid metal application, and the thermal pads. -
However, my use is just for gaming on the go when I leave home for work (I work away half the year and have 12 hours between shifts to kill time) so a full ultra gaming experience isn't really required.
