Hello, i run XP 32 with 3 gb of ram. A transcend 2gb Module and a Samsung 1gb(both cl5) under 667mHz.
Now the Question is, should i Upgrate to a 4gb Kingston CL4 Kit or spend my notebook anotherone 2gb Transcend module and save 20€.
==> The Question: is ther under Win 7 64bit a difference between the CL4 or CL5 ram and does it worth the 20€ ?
Thanks.

The difference between CL4 and CL5 is extremely small.
Under real time usage you will not be able to see any difference in performance. You probably will not see any difference in performance in a very memory intensive application. Buy the cheaper memory, it will perform the same

If I were you, I would consider the following memory. I own two kits of the stuff, and matched with OCZ's excellent customer service and lifetime warranty, you really can't go wrong.
OCZ 4GB (2 x 2GB) 200-Pin DDR2 SO-DIMM DDR2 800 (PC2 6400)
In my opinion, it is not worth the extra money to invest in CL4 memory provided you are basing the decision purely on the "extra" cost of CL4. However, for upgrading purposes, I would consider CL5 PC2-6400 DDR2 memory if you are able to afford it (see above link). -
Matched sticks really don't make a difference in notebooks either. Another 2GB Transcend DDR2-667 C5 module would be the cheapest and work just as well as any other solution.
