I have an E1505 which is the same as the inspiron 6400.

Looking at thr graphics card setting, the ATi X1400 supports up to 2048 x 1536 externally.

Your gpu will be able to support it, but it may not be able to play games well on a larger screen.

If the display is dvi, than you need a dvi to vga adaptor.
You specifically need a male vga to a female dvi adaptor.

Mine has an X1400 in it.
If you have a GMA 950, your gpu may not handle such high resolutions.
You can check by right clicking the desktop and then go to properties.
    Then go to settings.
Click on the box with the number 2 in it.
Then move the slider to its maximum resolution.
In the settings menu, there is an "advanced" button. Click that, and it will tell you what graphics card you have.

Regardless of what it is, you should be able to get at least 1680x1050 resolution out to the external monitor.

Yeah, I said it should be able to run a high resolution.

You are not going to be able to play any heavy games with that graphics card on such a huge screen.
Photoshop, webdesign, typing and internet browsing will be fine.

Your 6400 should have a vga port on the back much like mine does.
The adaptor simply fits into the laptop, and then the dvi from the screen fits into the adaptor.

    yes
    the blue on is vga

You need a male VGA to fit into that blue one.
Than you need a female dvi, on the other end of the adaptor, so that the screen can plug into it.

What is the port coming out of the screen? (post a pic, it would be easier)
It should be standard DVI, which means you only need the AMC adaptor. You should not need two adaptors.
