Which is faster? the 640gb is 10$ more. Which is overall better?
and also. a dual core 2.66ghz i5 with turbo boost up to 3.33 ghz or a i7 quad core with hyperthreading (8 total cores) 1.66ghz with turbo boost up to 2.8?

Please give specific models for those hard drives.
The i7 (if it's the one I'm thinking of) will basically always be faster than that i5 (if it's the one I'm thinking of) especially in quad core processes. -

The i7 actually has 4 total cores. Also unless you are going to be doing stuff that can take good advantage of more than 3 cores, the i5 will be faster. It just has more raw processing power available in those situations, even counting full turbo boost frequencies of both processors.

I would get the 640GB 7200rpm. Faster, and only like 12% smaller.
640gb 7200rpm or 750gb 5200rpm
