Anyone know if there's PC-5300 notebook RAM out there with timings better than 5-5-5-15 ?

Their probably is a maker out there, but literally you wont notice a difference. Those times are measured in ms, which is way faster than the human can interprate.
Dont worry about it, just have 2Gb or more of a reputable brand and you will be fine.
The manufacturers will lie about their products, when truthfully almost all of the memory chips on memory cards are made by the same chip maker. Samsung, SEC, Micron and Hyundai are the major memory chip makers, so a Corsair card vs a patriot or kingston card, is basically the arrangement of chips and a sticker. Underneath the sticker, most likely lies the same chips.

Yes you might not notice a difference in the real world by using tighter timings, but usually it is noticeable in benchmarks, gaming, overclocking or encoding. -
Yeah, I'm waiting for CAS Latency 3 memory before I upgrade. With RAM so cheap, why not upgrade to better timing when it/if it becomes available?
