Every computer has certain temp limits that make the fan go on and off. So if your cpu/gpu is within those pre-determined limits, then ur fan will be on no matter what the operating system is.

What you can do is make sure the fan is clean of dust, and then undervolt ur cpu in windows. These will undoubtedly lower the temperature of ur components making the fan run less often and on a lower speed.
