Is there any way to modify the Windows registry to force the cpu to stay at a certain acpi p-state?

Yes there is.
I have attached a usefull guide + program to this post.
It will help you extract the ACPI code from your registry.
When you have done that, can you upload the *.asl file here as a text file (just rename it)?Attached Files:
