Just picked up a HP Pavilion ze4610us laptop running Windows XP.
The mobile AMD 2500+ shows 519mhz in Windows XP System but 1862 in BIOS - s/b the correct speed.
Is the BIOS reading the correct speed regardless of what XP REPORTS?
Is the CPU operating at the speed reported by the BIOS?
What might affect the Windows XP System reading that I might be otherwise concerned about that is also exhibiting other, less obvious, effects?
That is: Could I be looking at a boot sector virus and thus a reinstall?
If I reinstall, will Windows XP have all the relevant drivers (realize HP-specific, such as ONE-TOUCH, etc., would not be supported) to RUN XP on the HP?
Can I get by with my XP disk or must I have the restore disk?

AMD Cool and Quiet is running.
This program slows the processor down so that it runs cooler and uses less power when all of its power is not needed.
This is quite fine.
If you go and run a cpu intensive task, more power is needed, so the processor will clock up to its full speed.
You do not have to reinstall the operating system, your processor is working fine.
