The X1400 is better by quite a significant and noticeable margin. If you plan on playing games on any sort of regular basis then you will probably be dissapointed with the performance of the 7200 Go. Its the current weakest current generation dedicated card offered by Nvidia and is also weaker than all of the current ATI dedicated cards.

HP charges for there 'name' which i have heard alot of bad things about... any way and acer doesn't, that doesnt mean they are cheap in quality. i have had mine for a year and I would personaly pay extra for the acer name. acer's are low cost and higher preformance machines built to last.

To see statisticly where notebooks reliability is then I would suggest buying a consumer reports mag. A lot of times you can order old ones.

Toshiba and Sony have higher reliability, while Dell and HP have less. Toshiba and Sony charge for their names. You will get a "budget" model from Toshiba for the same price at dell you can get an Inspiron with a good GPU for less.

It seems that the Go 7200 is actually an IGP and uses shared memory from system RAM, so its performance is going to be very bad. You'll struggle to play many modern games at playable settings.
