It should if you use Media Center, when configuring your TV signal, select Russian as the region. I have never tried using it outside of the US though.

Here is a list of Countries that support it and unfortunately I don't see Russia on it.

    Americas Argentina (experimental)
    Bahamas
    Bermuda
    Canada
    Colombia (experimental, not defined)
Chile (experimental, dropped by the nationwide TV stations in favor of ISDB-T)
    Guatemala (experimental)
    Honduras
    Mexico
    Peru (experimental only in Lima)
    United States
    Puerto Rico
    U.S. Virgin Islands

    Asia/Pacific
    American Samoa
    Guam
    Northern Mariana Islands
    South Korea

Here is a map of who uses what.

I can answer those questions. I have an AVERTV cardbus(Hybrid) that I use in Europe. It accesses the European digital system, but NOT the Ameriocan one(ATSC). You need a separate one for the US(Nanoexpress ATSC), then you can get the American digital broadvasrs but not European. With respect to Anbalog transmissions I am surethis card also will detect any of the standard analog systems(Pal/Secam/NTSC), but be advised these transmissions are being phasedout over there and are often NOT available(in all areas). We arebehind them, BUT you probably WILL be able to ddetect digital rasnmissions here(as well as Analog) right at the moment.

Me Again. I think so. I have the AverTV Hybrid FM buscard and bought it in Europe--No good fordigital here, but works fine for analog--gets closed caption fine, etc. I love having it in Europe, because I can play US VHS(NTSC) tapes and get the closed captions on the PC--(They don;t come up on the PAL TV Set) and so on and so on. Te snag is that this new card ATSC won't puck uop digital in areas that are not ATSC, but it WILL pick up analog transmissions of all systems(if they are still available) in other countries Have fun(Here)

CORRECTION--I may be wroung about the US version(ATSC) I looked at the manual and it says that this US version is NTSC only(no pal and Secam) Be careful
before you buy it that it has it--another model HC 80 may (may!) do this and also the Euirepean Express card or card bus cards do support all the analoqgue ystems but not US Digital--confused? explore carefully before you buy!!!

Does anyone know if the AVerTV Hybrid NanoExpress ATSC TV Tuner will pick up/work with the new digital format that is coming out in the US in Feb. 2009? Are there any wireless TV tuners that can be used with our wireless laptops? And if so, would they be digital to receive over-the-air broadcasts since all broadcasts will be digital in Feb. 2009? Thank you so much.

I do not think that it will work very well after the switch to digital tv. Most tv tuners can only do analog tv, and I am not sure if any on the market can record digital TV. You may want to wait on purchasing the tv tuner, cause by March or May of this coming year, I am sure their will be tv tuners out which can record the digital TV signal.
You may want to check the avermedia website and look at the specifications of the tv tuner, cause it may say their.
You can also try emailing them.
Just remember, the tv tuner uses a internal pcie port, and you can always install the tv tuner after purchase. You will simply have to disassemble the laptop and install the tv tuner yourself.
