Can anybody explain, or is it just a mistake on the AMD website.

Sounds like a mistake, methinks it should be 35 watt TDP

It does have a 25W TDP. I read a while ago that AMD has been trying to introduce CPUs with a TDP of 25W. Currently, AMD has just one mobile CPU in the 25W space - the QL-62.
Dunno how they did it, but I guess the voltage has been trimmed a bit, 'cause the core and the rest of the specs are the same. -

Maybe if AMD did the same with there other processors, they would not be as far behind INTEL in the mobile market as a lot of people check TDP before they buy a processor.
But how accurate the TDP is in how much energy a processor will use. -
