hi im currently looking at buying a gaming notebook and one of the customizations is for a tv tuner. the one i was looking at is the
"External USB ATSC HDTV / Analog TV Tuner with Remote (TVT-6010)".
Now my question is what does a tv tuner do?
or specifically what does this one do?

From what you've posted, it isn't just an analog TV tuner -ATSC is a digital tuner standard for North America. You wouldn't want just an analog tuner these days, what with the digital switchover.

A tv tuner just lets you turn your notebook into a television. This particular type of tuner is external; it plugs into a USB port Whether you need it or not depends on whether you wish to watch TV, or use your notebook as a DVR to record shows. Personally, I'd probably only find this useful if I was on the road a lot; even then, I'd be far more likely to use a setup like a SlingBox Pro HD in conjunction with a DVR (e.g., a Tivo Series 3) to get my TV fix on.
