My drive seems to be pretty snappy so I was surprised by my results. Below is my 500 GB 7200RPM seagate followed by my Corsair Force F60. The Seagate was just formatted while the force has my OS and only 15 GB free. I was surprised the Force is so similar to the Seagate; the Newegg page for the Force promises a maximum read speed of 285 MB/s so I was expecting at least 200. Here's what I got:

Is that normal?

That is way off. Make sure that you have the latest AHCI drivers.

Try change block size in HDTune options and retest.

It's probably the Dell chipset (known issues in Intel 4, 5 chipset). Try to run the benchmark SSD in "safemode". You'll see the real Corsair SSD performance. Your SSD should be wayyyy lot faster than Seagate.
If you're running Windows in normal mode, use AS SSD or CDM, these tools will reflect the real SSD performance as well. I'm not sure why HDtune displays such a low score in that chipset. My concern is HDtune is the one with accurate benchmark in Windows "normal mode".

HDtune was written for traditional hard drives, not SSDs.
Run CrystalDiskMark instead with 3x50MB. Run it once with random data and once with 0 fill data. Please post the results and we'll tell you if your drive performs normal.
