I was just wondering if there was anyway to control any of the fans on my hp dv6646 laptop. thanks

Try out SpeedFan....or Notebook Hardware Control or i8kfangui (for dell, but works for Acer 5315 too)

Speedfan only works with desktops.
i8kfangui only for Dells
If your notebook does not have a fan toggle or software, its best to monitor the temps and use a notebook cooler. -

If you haven't already undervolted i recommend you that. Check flipfire's sig.
It will bring down the CPU temp causing fans to slow down or not siwtch on at all. -
I read that with Notebook hardware control if you are skilled in this area you can write your own ACPI which will enable you to control fan speeds.
I bought a P7230 notebook for someone and the fan noise on some sites kick in a bit to much for my liking. Undervolting doesn't seem like the way to go as the computer is already running a Core Solo processor and it does not run at all hot. I need to either learn how to write my own ACPI or try and get someone skilled to do for me for a small cost. -

On a 1.2 ULV Core Solo processor?
If it was undervolted it would be running at something like 800mhz which is really pretty slow and especially so for Vista.
If anybody is skilled at writing APCI any info on how to do this would be appreciated.

PhilFlow thanks i gave the undervolting a go but it did not really do anything to improve the fan noise situation. I have until the end of August to sort this thing out. I just hope that i will be able to.

I don't know if yours works the same as an 8510p, but here is a guide for how to do it on that model. It would be pretty easy to take a look and see if it's similar.
