I ordered my brand new E1705 dell laptop, and was wondering if the batteries on the laptop come precharged.
Also, if they don't, am I able to charge the battery while I'm using the laptop (IE: have my laptop plugged into the wall while I use it and charge the battery at the same time)

Of course you can use it while it is plugged in! I am not sure if the batteries are precharged though, when I got the laptop in my sig brand new, it was charged about 1/2 way.

My e1505 came with a partially charged battery. As lappy486portable said, you can def. use it plugged into the wall while allowing the batteries to charge.

Mine came partually charged too, but I just plugged it in and did something else while it was charging. Most GOOD batteries will be somewhat charged because LI-PO/LI-Ion/LI-MN/LI-MG are damaged it they no chage because the polarities change and it gets all screwy, but yes, It will be partually charged, you can run it and charge it at the same time, so don't worry.

LiIon batteries leave the factory with around a 40% charge, since this is the best level for long term storage. See this page at Battery University for more info.
