Is the harddrive set to master mode?
There is a small jumper on the Samsung drive. The label on the top of the drive will tell you which pins to put a jumper on to set the drive to master mode.

If the bios still does not see the new harddrive after changing the jumper, one of two things can be done:
    1) upgrade the BIOS on your Acer to a newer version. You will need to go to Acer's website and look for BIOS update for the 1642wlmi
    2) you can try installing the samsung back into your desktop, and running samsung diagnostic software on it. You may need to change the drive to DMA4 or 5 mode, rather than the DMA6 it ships with.
If the drive does not get seen, it will not power up. Surprisingly enough, changing the firmware to set the DMA speed can make the drive become recognized.
I have had luck with Hitachi Tool, (I dont know if it works on Samsung drives, so try looking for a Samsung tool on there website for download)

I hope I could help set you in the right direction
