These are the specifications and that is accommodated with my budget. Which of the two motherboards or video cards would be appropriate.

Yeah; Gigabyte MB and HD7770 is better - also forget 4GB RAM - you need at least 8GB (and Win8x64) to unleash the power of the platform.

I'd go Gigabyte over Foxconn as well. Asus, ASRock, BioStar, and MSi are also good choices if they happen to be the same price or lower than the GA-Z77X-UD5H.
Not sure how many amps the 7770 requires, though that PSU only gives 18A on the 12V rail. I'd suggest that you look at something with a bit more power on that rail instead (like the Corsair Builder's Series CX430 for roughly the same price, gives 32A on 12V+). 500W is a bit much for what you need, considering that the 7770 draws about 80W and the CPU takes 77W at load (rest of the components have minimal wattage requirements). -
