This could be the dumbest question i've ever asked, but does that what it means? From this, does that mean my laptop is only using 4.83 W?

No power conversion is 100% efficient, that is where heat comes from.
If you could accurately measure both power consumption and heat production (at all locations where heat is produced), then you could accurately determine true power drain and keep an and accurate running estimate of runtime remaining.
Problem is, not too many (or none at all) laptops have the accurate current and temp sensors required nor is there software that can do the measuring and prediction.
Battery Bar does a good estimation based on a lot of experience and guesstimation, but it's still just an estimate. -
Yes, it means that at that instant, your battery is discharging 4.83W. But you have to question how accurate the program is, and how it calculates battery drain.
