The recharge threshold is controlled by the BIOS. Different manufacturers use different settings. Some allow you to change it.

What is the typical value ?

For Apple it's 95% I believe.

For my old Fujitsu S6120 it is ~90%, Samsungs are around 95%. My Dell E6400 doesn't seem to have a minimum charge level. It does a trickle charge top-up even from 99%. However, this doesn't seem to be killing the battery since there is only about 15% capacity drop after 11 months.

15% in 11 months I might call a lot, depending on how many cycles you've made and tempratures. I have a 4 year old battery that lost 9% capacity. All of that happened on a trip to Thailand.
Battery recharging below which % level
