I plan to play some games on a laptop and stream some vids in HD. I would like to know which Processor would be the best for this AMD Phenom ll Triple-Core N830 Mobile, AMD Athlon ll Dual Core or Intel Core I5-430M. From Greatest to least thanks.

Would you notice a difference between these CPUs though? In most tasks, no.

For gaming and streaming, if that is your highest priority, then you should be looking at your GPU - this will be way more important since any modern CPU can do this provided it has the proper GPU.

go for i5 but yes go for GPU.. minimum combo would be i5-520m+ ATI 5650..

Gaming is more affected by the potential frame rate and max resolution of your video adapter (and it's driver software), not the CPU.
Streaming is more affected by the quality (mostly latency, NOT raw speed) of your network connection, not the network adapter OR the CPU.
If you do on-line gaming, the network latency (as with media streaming) is more important than the video adapter OR the CPU.
Most machines are performance limited by their hard drives and network connection. The CPU is usually the last thing you have to worry about. -

Get a GPU with 1 GB (Google GPU list)
HDD: 7200rpm Use only half the space for better performance.
SSD have been known to be very slow when filled up alll the way.

That's debateable really, although having a high ping would probably make the game less playable the, the frame rate should stay the same. Ping is more important because it just screws up gameplay if it's high, you see everything a bit later than it actually happens and it jerks around a lot.

Which one? They can range from better than the i5 to worse than the Athlon.

Not so much now that ISPs have learned how to fake ping times. Some of them are turning off support for the basic ICMP protocols completely.
The ONLY way to measure network latency is with a Real Application with a Real User. -
T6600 will only be better than the athlon but get an i5-430m at least..

A high ping can indirectly cause a "high frame rate" but you'd be pretty irritated with it before that set in. I only had bad frame rate from ping (ie rubberbanding) once, and my ping somehow managed to be 2000-ish, by that time I was getting pretty irritated since it was freezing and lag compensation was getting on my nerves (lag compensation on TF2 is designed for the attackers advantage, meaning you can get shot from behind a wall).
