I read it has to be done in BIOS, can anyone tell me how to make it better on performance and be done safely?...
And i am using Windows Vista 64bit.

You check the "Make HDD faster" option in the BIOS.
Possibly you could try this Tip #2. And if you have a 5,400RPM drive you can go to a 7,200RPM or faster to help speed. Also bigger than 8MB cache drives such as 8MB or 16MB can help. Bigger cache and faster than 7,200RPM drives is assuming this isn't a laptop. If it is a laptop than Solid-state drive is possibility. -
Now, this does exist. In many new laptops, you can enable or disable harddrive acoustics. Essentially what this does, is supplies 4.5v of power to the harddrive instead of 5v. It runs the harddrive spindle at lower voltage and thus lower rpm. By disabling harddrive acoustics you can get slightly faster harddrive throughput because the drive would be running at normal speed. Also if you enable smart management you can view harddrive information.

Yes i have a dv9303tx HP Pavilion laptop and yes i have a 5,400RPM HD, so if i folow tip #2 it can go at the speed of 7,200RPM? =o -

Doesn't really work like that. Each tip has its own amount of performance increase but I can't say that it would give that kind of comparable increase.

Huh? This isn't like a car engine. You will small see a small improvement. I don't know exact numbers.

If your notebook has a SATA interface, then replacing the HD with a Hitachi 7k200 200 GB drive should give you a great performance increase.
