Is the Gigabyte P34W that noisy it can't be used for office use?
Keep in mind that with ~12% better performance (~8% single thread rating) for Broadwell on a given/fixed workload the processor will be idling for more time than the Haswell based system will and should translate to lower temps and therefore lower noise too.

This still depends on the chassis and cooling design of the notebook you choose and if the shorter bursts the processor needs will go below the thresholds of the cooling design (including the fan profiles, if configurable) aspects too.
Either way, you should be able to use ThrottleStop to good effect in an office setting.
