Lately i been trying to figure out why my CPU doesnt not go below its rated speed. When i first bought it, during idle times the CPUs frequeny dropped to save power but lately it has not. It just keeps on going at 2200 making the fan run like crazy. i have a single core Turion 64 mk-38
is this something i should be worried about?

what power setting is it on?

Try setting your power options, to max battery. It basically enables the clock management of your processor.
Its under power options in the Microsoft Control panel.

Less likely but you could also have something in the BIOS disabled, though for Intel chips that usually locks the clock speed at it's lowest rating...

I think that technology is called cool & quiet. Its been awhile since I have seen it. I dont see a reason for it to stop working tho unless you made changes to the computer to turn it off.
My only logical guess is that something is keeping the cpu under load, and thus why its going full speed and why the fans were on (even if it was not slowing the cpu down unless it was under load it should not produce much heat and cause the fans to go wild)
So first thing I would do is get a process monitor or cpu monitor of types and see whats going on in the background with the programs and cpu usage. -
well i have se to Balanced and i know that AMD CPUs have a feature that enables them reduce their frequency to save power while idle. but mine doesnt do that it has in the past but not anymore

To follow up on what ViciousXUSMC said about checking CPU load. Just press Ctrl + Alt + Del and your task manager will come up you can monitor with that. I like using NHC for that.

You can get CPU Rightmark, and you can set the multipliers, and thus the clockspeed of your processor.

i did a few test and if you unstalled the empowering software it will disable the feature of the CPU is there an way i can turn it on? i dont want it to alwys be at 2200 because it will eat my battery really fast

have you tried notebook hardware control? it has a feature of setting your multiplier and voltage.

Are you running XP? If so, you may want to reinstall the AMD Mobile Technology driver.

For my AMD machine I had to install the cpu driver to get it to go below top cpu speed. It was easily findable on the AMD website.

OK i did looked around and there is a service named: SVHOST.EXE
When i shut it down my frequency drops to the normal up and now cool and quiet tech. Also, i am using Vista and there isnt a Vista compatible driver for my CPU at AMDs website

Ok guys i found out what was the problem. Apperantly when un-installed the epowering software it messed up the Power Plans so my CPU was set to run 100% so i restored the default settings and now Cool n Quiet seems to work right

i think the official power management software is important, so as "epowering" for acer nb. please don't uninstall it for the best~~~
