Forgive my ignorance in the following question but is there a way to force the CPU to go into a low power state? I.e. not just having EIST changing the multiplier and voltage to the lowest possible but something to reduce power draw even more.

I am not sure, however, have you tried downclocking you GPU? I used to do that combined with underclocking my CPU on my old Dell and it did wonders for battery life.
Instead of using Power Play, I just underclocked the GPU with ATI tray tools. May want to play around with that. -
Yes, you can force the cpu into a lower power state.
I use CPU RIghtmark Clock Management to do this for me. It works great, it is the only program, which can shut my opteron off, so that I can put my Voodoo into sleep mode.

By lower state do you mean lower multiplier? Because I'm already doing that, if it didn't make sense before, what I want to do is, when the CPU is idle, don't just change the multiplier & voltage to the lowest allowable, but rather, shut off/power down the CPU to provide maximum battery life.

check out rmclock. if you look at their advanced cpu settings they do have some options about changing the sleep modes.

Exactly as I said, you can configure the cpu settings in the advanced menu.
With RMClock, you can also change the multiplier, and the vcores at each increase in multiplier.

I did try out those options but even when idling (with/without options checked), the temp doesn't seem to change, making me think that the advanced sleep settings aren't being activated. Is there something special that I need to do? My CPU is the T5450 on a GM965 MB.
EDIT: forgot to mention, I should also say I don't want to enter computer sleep states (sleep/hibernate) but rather just power down just the processor (so it enters C(1-4) states, unless this can only occur when sleep/hibernating). Also, can I force the CPU to sleep by enabling the options and then forcing the HLT command to be issued?
