Is it true that my CPU load is between 40-60% constantly... I fI boot my computer and let it sit my CPU load is around 40-50%... And my core tmep. is around 35 degrees celcius...

rmclock cpu & os load meters are a bit hectic
just open task manager to see your real cpu load.
temps are just fine.
if under task manager you still see these figures than you'll need to investigate what programs doing that etc.
but first check the task manager performance tab. -
You may have a lot of programs running in the background, even at boot. You can see what loads by running MSCONFIG and looking at the BOOT tab and taking a look.

RMclock CPU load counts also powersave features of CPU so higher CPU load can mean lower power consumption in some cases (when OS load is low).

One other aspect is whether RMClock calculates CPU load with respect to the current CPU speed or the maximum CPU speed. I think it uses the current speed since that is what it monitors in order to decide whether to increase the CPU frequency.
If your CPU is running at 800MHz then 50% utilisation is the equivalent of 20% utilisation at 2GHz. That's still quite high for an idle system.

If you look beneath the monitors, theres Core 0 and Core 1 tabs -
my old P4 2.4ghz is constantly at 60-90%
