Computer got hot, crashed hard taking the harddrive with it. Replaced the harddrive. Tried to reinstall XP and it bluescreens. When I start the machine
I noticed one half a set of quotation marks " halfway down the leftside of the screen. Should I bother buying a new CPU for what may be a graphics problem?

Frequent Bluescreen known as BSOD is a sign of serious hardware failure... get your computer checked by a professional or take it to service center.

Later u can do whatever u like.

A friend of mine had been having same problem... her comp was diagnosed to be having a crack on the motherboard.
